For the lucene upgrade, do users need to reload data? Or do they need to
do that to gain a benefit? If either of those, it feels rather close to
a release.
They need to reload data or at least reindex using
jena.textindexer/jena-spatialindexer.
There was an optional compatibility JAR for Lucene 5 that allows Lucene
4 indexes to be used. The current upgrade code doesn't use it though. My
impression is that it's not worth the effort, and if we are going
straight to Lucene 6, I don't think there's any compatibility layer
available (though I haven't checked).
"Jena 3.3.0" is my instinctive preference but I'll leave the decision to
those that know more.

Patch releases (.1 etc) should not have new major features. Pretty much
every Jena release tends to have some new features in it, so I think
bumping the minor version makes sense for most releases (unless there
are really major changes of course).
