Anyone can call for a release at any time - it's not a vote or consensus.
It may not succeed, but that's a different matter.
As well as saying it's happening, as you have, you can do the dry run
now and let mavne download the internet into a clean repo.
I'm not sure if this is needed still in the clean clone .git/config
