It's described [here](https://github.com/prometheus/docs/blob/master/content/docs/instrumenting/exposition_formats.md) and that document doesn't make reference to any, say, standard etc. Also spring actuator specifically calls its endpoint `/prometheus` and the [micrometer](https://github.com/micrometer-metrics/micrometer) library that spring boot depends on is called `micrometer-registry-prometheus`
