   It is a ASF policy that NOTICE is minimal. This is to avoid simply passing 
the problems onto downstream consumers, because NOTICE is legal obligations and 
downstream would then have to handle it (recusively). LatenacyUtils and 
HdrHistogram don't have NOTICE files in the source repo.
   
   http://www.apache.org/dev/licensing-howto.html#step-by-step
   "Add any _mandatory_ legal notifications specific to the IP of your product 
to NOTICE." (my emphasis).
   
   If there is no attribution requirement, NOTICE should not be touched. BSD 
has such a requirement, CC0 does not.
   
   It sounds like the appropriate LICENSE is needed.
   @Claudenw - do you agree?
   
   (That the artifacts themselves don't have a LICENSE is a nuisance but it 
looks like we ought to put one into our combined binaries.)
   
   Related - no dates! Avoid anything that needs maintenance!
