I think the current references in the core docs [1] don't fully follow
the guidelines.

In particular, there is a strong suggestion that "JMeter-Plugins" is
favoured by the JMeter project.
That is not allowed by the policy; we can only make factual and
impartial statements about 3rd party resources.

The Wiki has long been used to provide links to 3rd party services and software.
Most of these are not listed on the main website [1].

So at present I think the core docs [1] are not impartial and are also
not complete.
These faiings need to be fixed.

The Wiki seems to me to be the best place to maintain the links.
It's currently simpler and quicker to update, and allows 3rd parties
to contribute easily.
