Let me rephrase,

What exact sentence of policy are you refering to as potentially showing
page (boss) does not comply with Apache policy ?

For example this sentence:

"Listings must be sorted equitably and consistently. PMCs are free to set any sort of policy in terms of listing order, but should be consistent about applying it to not show favoritisim."

And the "THE" for JMeter-plugins (the THE marks some favoritism)

Also, the listing on boss page isn't a full list of software around JMeter, so this list marks some favoritism.

I agree with sebb, the best place for a list of software around JMeter is the Wiki. Perhaps, in boss page, change the "18.5 How can I enhance JMeter ?" section to replace the current list with a link towards the Wiki JMeterPlugins page only.

The policy on linking to 3rd party products is here:

I think the current references in the core docs [1] don't fully follow
the guidelines.

In particular, there is a strong suggestion that "JMeter-Plugins" is
favoured by the JMeter project.
That is not allowed by the policy; we can only make factual and
impartial statements about 3rd party resources.

The Wiki has long been used to provide links to 3rd party services and
software.
Most of these are not listed on the main website [1].

So at present I think the core docs [1] are not impartial and are also
not complete.
These faiings need to be fixed.

The Wiki seems to me to be the best place to maintain the links.
It's currently simpler and quicker to update, and allows 3rd parties
to contribute easily.
