To be inline with the ASF vote process, avoid to tally the vote (and
sorry Felix), and because the minor issues detected by the testers are
very annoying, I cancel the vote of RC3.
A new RC will made tomorrow.

The -1 vote binding from Philippe stops the release process.
Strictly speaking, a -1 vote does not mean the vote fails.
It's not possible to veto a release.
The vote just needs at least 3 +1 and more +1 than -1 (binding)

However even if the vote technically passes, if there are any -1 votes
it's generally a good idea to resolve these before release.
Even if the -1 is not binding, it's generally worth considering
whether to continue if it is not resolved.
Either by fixing the issue or the voter decides to withdraw the vote
based on further info.
Also there is no need to tally votes if the RM decides to cancel the vote.
We need to fix
some minor issues discovered by the testers (already fixed).
I will start a new release process tomorrow, May, 1st around 4PM GMT+1.
