Hi Mark,

if the release vote fail we could just delete the tag (that was also
the way we did it in the incubator). Otherwise not pushing the final
release commit or tag makes it impossible to pull the release
candidate upfront from the repo to validate it. That a chicken and egg
problem ...

How does other Apache Projects handle this?
