I think it's perfectly reasonable to only support the latest released
version.

I feel the same way.  Perhaps the unit tests could be structured so
that Rails version is controlled by what gem you install, or some
other configurable parameter?

That sounds like the best option. I wouldn't want to limit RI to just one version (since there's never just "one version" people are running production apps with) but I think there should be some planned obsolescence with regards to aging versions like 1.1.6. We can't let them hold us back when the Rails guys aren't doing the same.
