TwoVarDynamicScope is not enabled, not quite 100% functional

We have had a TwoVarDynamicScope floating around for a while, part of efforts
to expand the number of DynamicScope types to support specific-sized versions
that don't incur array overhead. But it appears that TwoVar isn't 100%
functional, failing some tests when activated in DynamicScope's scope
contruction logic. To improve performance of small dynamic scopes, we need to
get TwoVar working and possibly expand the specific-sized scopes to include
three and four-var versions.
