I'm 100% sure that jira is here to stay - last I heard, it will
probably be hosted on jruby.org

I sound like a jira fanboy, but none of the free issue trackers have
the right combo of features and ease of use.

I find github's issue tracker to be awful, and I hate using it.
Bugzilla is annoying and on occasion, downright confounding.

For a project the size of JRuby, I think its better off on its own
infrastructure.  Then again, I'm not the one doing the admin (and
eschewing admin overhead is the reason why I always outsource this
stuff to places like kenai, google hosting, github, etc).
