mvn clean install
cd jspwiki-portable/target
unzip jspwiki....zip
cd jspwiki-portable/bin
catalina run
literally every page does it for me (on windows). if it is working, it might be
that we turned off the cache setting in jspwiki-custom.properties. try flipping
it on and retrying. it's rather a rather odd behavior
