Arturo Bernal resolved JSPWIKI-922.
-----------------------------------
    Fix Version/s: 3.0.1
       Resolution: Fixed

Pull request 571 (https://github.com/apache/jspwiki/pull/571) is merged. Ulf
Dittmer confirmed in it that, with the change, he can upload and download
attachments whose names contain umlauts and that the downloaded files keep
their names. The change writes the attachment name in the Content-Disposition
header as RFC 6266 / RFC 8187 describe, instead of sending raw non-ASCII bytes.

The original report, a page whose name contains umlauts, was not reproduced;
what is fixed is the download of attachments with non-ASCII file names.

> For now we rename those pages, but it would be nice if this would work in the
> future.
