In the Motivation section, can we state why the current metrics involving the controller's event queue thread -- time spent in the queue and process time -- are not sufficient? Can we also match the naming style of those other event queue metrics for consistency (i.e. the type should be ControllerEventManager)? I think it would also be helpful to explain how this proposed metric will be monitored by the operator.
