The admin client has no metric for broker throttling (equivalent to the 
producer produce-throttle-time-avg/max or consumer fetch-throttle-time-avg/max)

When the admin is throttled only a WARN log is written

This task is to consider value of adding a metric throttle-time-avg/max to the 
admin client. New metric so needs KIP.
