Attached patch adds admin APIs:
* GET /providerconfig
* GET /providerconfig/{name}
* PUT /providerconfig/{name}
* DELETE /providerconfig/{name}
** Note that this will not succeed if any descriptor in conf/descriptors
references the config identified by {name}
* GET /descriptors
* GET /descriptor/{name}
* PUT /descriptor/{name}
* DELETE /descriptor/{name}
