Fix For: 1.1.0
RemoteAliasService#start() should forcefully sync the local alias content with
the remote content (as the DefaultRemoteConfigurationMonitor does for config).
This is especially important because:
# KNOX-1254 (the local value is currently preferred in some cases)
# The local aliases should be as consistent as possible with the remote
content, in the event that the remote content is unavailable when an alias is
requested.
