This jira gives an option for services whose rules conflict with rules defined
by global rules to exclude them, not ideal but it's a solution.

You are correct this jira does not have a concrete example, I came across it
while dealing with another issue. I do not recall the service but the rules
they had were conflicting with one of the global services defined. Removing the
global rule was not an option since it would break other services. This Jira
was a result of that thought process. I don't care about the implementation as
long as we have a solution.
bq. What would be removed from service definitions if this change is made?
This will eliminate the noop rules that overwrite the global rules. More
importantly the painful process of figuring out the rules by trial and error.
