[~lmccay] this patch would make it easier to avoid global rewrite rules,
currently we get around this problem by creating a noop rule (blank rule). So,
this patch is not adding new benefit to Knox but just making the process a bit
simpler.
I also don't have a list of services that can be added to this list currently,
this is not critical and can be bumped up to 1.5 if needed to.
