## What changes were proposed in this pull request?
Added support for SSL-enabled Hue load balancer URLs.
## How was this patch tested?
Ran existing CM discovery tests, added HueURLCollectorTest#testLBSSL(), and
manually tested CM service discovery against a cluster.
