Knox doesn't support having multiple providers with the same role in one
topology. For example if there are 2 identity-assertion providers, then one
must be disabled ore deleted.
There are certain cases when disabling the provider is not enough (which is
another bug) and only removal helps. However the hadoop xml resource based
config doesn't support removal.
