Bump up some default timeouts
In Java, makes the default admin and operation timeout 30 seconds, and the
default socket timeout 10 seconds. It's often something we recommend
changing when folks are loading data and things get slow.
In C++ only the admin and RPC have been changed, with the same value as
above.
