Bulgarian alphabet numbering is: А, Б, В, Г, Д, Е, Ж, З, И, К, Л, М, Н, О, П, Р, С, Т, У, Ф, Х, Ц, Ч, Ш, Щ, Ъ, Ю, Я.
We do not use Й and Ь in the numbering.

Do you use Ъ as item? Looks fine for Russian if we remove Ъъ and add Ээ
before Юю.

So, if we take this for base here is the index: А, Б, ..., Аа, Аб
In other language if have difference, for example letters X and Y, the new index wll become: А, Б, ..., X, ..., Y, ..., Аа, Аб

One member of our team suggest to make them localizable.
I'll research this thing is it posiible and I'll write back here what is the result.

The main problem here (one member was me ;) ) is the alphabet numbering
is not locale dependant thing. So adding to localedata (xx_YY.xml in
i18npool) is not a solution. Maybe it should be UI dependant?
