Our Help translation only has a few thousand words completed as yet,

release, my project's lack of resources, plus the very large

However, I'm keen to have the strings we _have_ translated included
in the release, because currently, each tooltip still in English is
no help at all to our users. Each tooltip available in Vietnamese
would make a difference. Since 2.1 was our first official release, we
have a very large number of users accessing OpenOffice.org for the
first time. They need every tooltip we can give them.
Can we submit what we do have done, and have that used in the release?
As you find necessary. About 60% translated Help is already quite
readable, but there is AFAIK currently no lower limit. Maybe you know,
but I'll repeat - submitted gsi file must have duplicate lines (en-us
and yours) only for translated strings. So including even a little
translated help doesnt borrow much the bandwidth.
Yes, in first place users will see extended help tips - these between
<ahelp> tags - as extended help is GUI part, second important thing is
help index - a place where users search known words.
