You'll be able to set the Target milestone once you have submitted the
issue. There are some fields that you'll be able to see only after
submitting the issue...
In any case, the versions listed in the URL does not include OOo 2.3,
only up to OOo 2.2
Yes, this refers to the field Found in version... in the Target
milestone field you'll find OOo 2.3
Will 2.3 be added before the localization round begins?
