Robert, see my comment on that bug. The localedata file should specify the collation (sorting) order, which should have the correct position for the crossed D (đ, Đ).
If the position is correct in localedata, then it's a bug against OpenOffice.org module involved. If the position is incorrect in localedata, it needs to be fixed.
