The entire OOo suite uses ICU's collation that per default sorts according to the Unicode collation algorithm (UCA) if not told otherwise. For some locales that need special handling we have tailored collation data in the i18npool/source/collator/data/ subdirectory. Note that the locale chain affects sorting: system locale -> OOo locale -> sort locale. If the sort locale is Default (in sort dialog options), the OOo locale is taken. If the OOo locale is Default (in Tools.Options.LanguageSettings.Language Language of Locale setting), the system locale is taken.
