Especially when you try to fix localization in partial SDF or PO files and
cannot see the whole localization.
The sdf file you can find at:
http://ooo.services.openoffice.org/pub/OpenOffice.org/cws/upload/localization/keyid21/
is a complete extract of both the GUI and the Help. This is not a
partial SDF file. So you'll be able to see the whole localization.
BTW: at

you can find the latest tmx files.

We don't have good tools for SDF diffing
and merging so cannot use distributed model.
