Because it's not the official tool... :-)   NLC/L10N teams use the tool
they want. A majority of them use Pootle, which makes it a tool worth
investigating, nothing more, nothing less

You will still have to deal with sdf files anyway, because our existing
process still require an output with sdf files.  What Pootle brings is
mostly ease of use, but once again it does not mean you cannot find the
same comfort with other tools.
