OOo did not chose the lead. He was simply the one who offered himself to
translate and build up a Level1 native language project. At that time
there was no reason to believe he wouldn't.

Hello, again: it is not OOo's fault that the Albanian native language
lead miserably failed and didn't build up community nor publish sources
nor wants to cooperate. OOo does not dictate if or when a lead is to be
replaced. If a project's community thinks a lead doesn't fulfill his
duties he can be deposed. Someone has to get that going, apparently that
someone would be you.

You want to make progress. Just discuss the replacement of the project
lead and gain momentum so things can be resolved in a timely manner.
