Oh, no the release would not be delayed. The CWS would be delayed,
errors would have to be taken care of first. It would press everyone
working on help to make error-free CWS'.

No they don't do just that. They also correct errors in help and
expand help items of features available for years, months or weeks. Or
change inarticulate help descriptions. And that kind of changes make
the biggest part changes in help, at least from my point of view.
