I think, we have these different flags. The one I mentioned is the l10n attribute that can have different states. But there is also a "localize" attribute wich can be set to "false" (indicating that the element should not be translated at all). I'm not sure, but I'd guess that such elemnts never make their way to the sdf files (so these strings a "invisible" for translators).
