Well, italian wikipedia translators don't use any tool at all to accoplish their job. They simply copy-paste wikitext from the original page to the new one, then they translate directly, hiding inside comments parts still untranslated. It seems that also other l10n teams work this way, so there is no helpful hint we can ask them.
