Actually it would be a CLDR http://cldr.unicode.org/ issue, where the
ICU collations are generated from. We can override a collation in OOo
locale data, but that should be a last resort temporary measure only.
The underlying CLDR data should be fixed so all applications using it
can benefit. Unfortunately the CLDR Survey Tool
http://cldr.unicode.org/index/survey-tool doesn't do collations yet.

However, taking a look at
http://www.unicode.org/repos/cldr/tags/release-1-7-1-2/common/collation/lv.xml
there is already a proposed change that removes the definition for

    <reset before="primary">J</reset>
    <p>y</p>
    <t>Y</t>

but it is an unconfirmed draft. The change may never become standard
unless someone comes up with an authoritative reference. See also
