I agree that WebDAV isn't sufficient for all of the required cms
actions, but I think it could be a starting point. Extend it for the
features that it doesn't provide. It would at least take care of
Level 1 compliance. Just my two cents :)

I think this depends very much on what the existing site is based.
Dreamweaver template based. Currently using dreamweaver to
restructure [including renaming files] my site to fit into Lenya
default based publication [dreamweaver fixes links as you move things
around].
sounds very interesting. Could you provide a sample publication to show
how this really works? I guess you have one ;-)
