The submit step does seem to work, unlike the Publish step. Sorry to keep on bugging you, but do you have any ideas? The same message occurs when publishing a document: "The single document cannot be published because the workflow event cannot be invoke"
It looks rather like a workflow problem which is not related to my recent changes. Is the document in the state "Review"? Are you sure you have sufficient permissions for publishing?
