this is just an off-the-cuff draft to get started, please suggest
improvements.

then let's have a go at the remaining issues, and drag this thing
kicking and screaming into rc freeze. can i suggest that someone reviews
marcus' properties enhancement before the freeze goes down? (see
http://issues.apache.org/bugzilla/show_bug.cgi?id=42558)
