Yes, it looks like it does. In both versions of TinyMCE it is possible to suprress the unwanted aprts of the table and image dialogs through the use of css. I've updated my patches in https://issues.apache.org/bugzilla/show_bug.cgi?id=49580 Caveat: it doesn't work completely in IE6.
