Voting is on specific artifacts and those are also the artifacts which need to be released (there should be no changes, hashes and signatures should match). If you want to remove secrets.py, you need to create a new release and corresponding voting thread. In any case, I voted as +1 since I don't see dummy secrets.py in the RC release as a blocker so feel free to release current artifacts.
