Hi Tomaz,

Looks like the .bz2 version of the distfile is not available through the
Apache mirror:

https://www.apache.org/dyn/closer.cgi/libcloud/apache-libcloud-3.8.0.tar.bz2

The same applies to the .zip as well.

.gz one is available though.
