Yes, you are right. Actually, there is one and we try to change that or use 
that as first step to the proper FI_fi.dic-file for Hunspell.

There is little example  (fi_FI.dic.in):

Harri Pitkänen has made a Python-script that change fi_FI.dic.in to fi_FI.dic.

So the real one seems like this (FI_fi.dic):
