Something flaky with your cfserver then methinks.
You can use Iis as JD says, but you will be limited to a default eroor page
served by IIS, u can't use a CFM page.
What we do on our shared servers, is have an error page that does the
following.

Get the server-name from the called page.
Look for http://server_name/error.cfm, if the site has it's own custom error
page use that, if it doesn't exist then just use our default one.
