If you had a picture of your dog, the ALT tag would be no nonsense: "My Dog" The TITLE attribute is more whatever you want it to be. Firefox correctly implements it, not showing the ALT on mouseover, whereas ALT is seen on mouseover with IE. A title attribute is shown on mouseover on both browsers. It can also be added to just about any HTML tag. I have a mail app that shows the date sent as 3/23, but I wrap that in a <span> with a title attrib and I put the whole date in the title. Or any time I truncate anything for space-saving reasons, I put the whole thng in a title attrib. so that it can be seen on mouseover.
