Unless by "submitted" you mean that the form did get submitted to the action page and the action page did not produce the desired results. In the latter case, there's no telling where the problem lies.
However, if the form is not being submitted, it may be because when you are pressing "Enter" you are in a textarea field. Also, if you don't have a submit button (i.e. an input tag of type=submit), you may find that some browsers do not submit on "Enter". Also, if you have some JavaScript on the onSubmit or elsewhere in the form that could cause it not to submit.
