This is done in CF although I do use at the beginning of a CF app. This
way all users of the system know to enable JavaScript before logging in.

On the non javascript enabled page I provide instructions to enable it
then provide the visitor with a link to try the process again.
Admittedly I use this on a closed system, but it helps to make sure
everyone knows they need javascript enabled before logging in. I suppose
you could set a CF variable on each page and then check this in your
application.
If javascript is not enabled then meta refresh kicks in, otherwise the
javascript kicks in.

Yeh, thinking that much.
<noscript> does not work on all browsers and I need to check for JS so
as I can provide for all users, pain in the arse.

Why don't you just use <noscript></noscript> it is easily the best way
to handle it.
With CF being a SERVER-side product I am 99.9% sure this is not
possible.
