OK it works now. There was a conflict with a custom tag. In the live site it was insalled on the server. In the dev site I had to keep it in the root of the site.

notice the unterminated html comment.

Try sorting this problem then putting your javascript back inside the head
tag.
Also try putting

eval("page"+id+"=window.open('"+URL+"','"+id+"',
'toolbar=0,scrollbars=1,location=0,statusbar=0,menubar=0,resizable=1,width=500,height=600,left=100,top=50');");

onto a single line.
