I used the following code to ensure UK date formatting works.

// set the locale to UK in application.cfm/.cfc
setLocale(......);

// my query
set myDate = #createodbcdate(lsdateformat(thedate, 'dd-mmm-yyyy'))#

// outputting
#lsdateformat(myquery.myDate, 'dd/mm/yyyy')#

The query thing might be a bit over kill but it never failed for me.
