As more and more devices become internet enabled, you have to assume that people may be browsing your site in lower resolutions. Your average numpty is probably more likley to be using a set top box as these become more common in the home. So I guess it depends what type of site your designing. If it is for Joe Public, then you need to enable the "numpty compensator", if it is for the more decerning public, such as the I.T. savvy, then you can turn off the "numpty comptensator".
