Two reasons come to mind:
1) If you've already got X stylesheets, it's quicker to create one CFM file
versus renaming all the files.
2) It's easier with Eclipse to have the file extensions correct, if you want
CSS syntax highlighting/etc.

There might be others, but those are enough for me.
