I've had that issue with R***Sp*** and questioned it and it turned out
they where measuring the traffic through the wrong firewall.
Its worth poking them about that.

I know you said that CF9 is not an option currently but it could be in
the future I would guess. So it may be worth looking into using
Ehcache http://ehcache.sourceforge.net/ as this is used in CF9 may
give you more future proof in the time invested.

1 Copy of Standard gives you:
Install on one Physical box for production
Install in as many VM's as you can run on one Physical Machine
(Licensees on two(2) Physical CPU the VM's all use the same 2 so you
only need on license)
Install on one Physical / VM box for Dev (Behind a Firewall i.e.
internal only) [No IP Restriction like in Developer Edition]
Install on one Physical / VM box for Staging (Behind a Firewall i.e.
internal only) [No IP Restriction like in Developer Edition]
Install on ANY CLOUD Platform in ten (10) Instance
CF9 with all the cool new features and this new EULA really makes it a
no brainer for me to upgrade.
